The Xi'an High-tech Zone shall earnestly comply with the spirit of the eighteenth National Congress of the Communist Party of China, and carry out the decision that the province and cities reached about building a big Xi'an and supporting the construction of High-tech Zone as the world-class technology zone.

Insist on the development path "driven by innovation, supported by project, undertaken by cluster, and guaranteed by environment," focusing on the key project construction including Samsung, with the motive power of system and mechanism innovation, mainstream of constructing regional innovation mechanism, key point of strategic emerging industry, the Xi'an High-tech Zone carries out three projects (key project construction focusing on the emergency industrial cluster cultivation, enterprise cultivation project focusing on innovation mechanism, and livelihood project focusing on social development and environmental construction) and improves six abilities (innovation driving ability, spatial undertaking ability, cluster competitiveness, radiation leading ability, international development ability, and team executive ability) to play a more important supporting, leading, and demonstrating role in building Xi'an and Shaanxi into an international metropolis and a powerful province in western China.
