China Strives to Promote Status of Women, Envoy Says

A senior Chinese diplomat said Tuesday at the United Nations that the Chinese Government attaches great importance to promoting the progress and development of Chinese women in all fields.

A senior Chinese diplomat said Tuesday at the United Nations that the Chinese Government attaches great importance to promoting the progress and development of Chinese women in all fields.

Wang Yingfan, the head of the Chinese delegation to the 46th Session of the U.N. Commission on the Status of Women, made the statement as he was speaking to the international gathering on women. Wang is also the permanent Chinese representative to the United Nations.

The Chinese Government formulated and promulgated the Program for the Development of Chinese Women (2001-2010) in May last year, he said. "The new program, in line with the general requirements of the Tenth Five Year Plan for National Economic and Social Development of China and taking into account the periodic and long- term goals of women's development, has set forth general and major objectives and strategic measures for women's development in the next 10 years."

Six priority areas have been identified, namely women and the economy, women in decision-making and management, women and education, women and health, women and the law, and women and environment, he said.

"The Chinese Government attaches great importance to the implementation of the new program, and will integrate the objectives of the new program into the local economic and social development plans, provide necessary financial resources and make a gradual increase in that direction with the development of local economy in our country," he said.

Beijing Platform for Action
Governments of Hong Kong and Macao Administrative Regions also attach importance to the progress and development of women there, he said. "They have taken various legislative, administrative and other measures to implement the Beijing Platform for Action and the outcome document of the 23rd Special Session of the General Assembly."

The Beijing Platform for Action is a resulting document from the Fourth World Conference on Women, held in the Chinese capital of Beijing in 1995, the Commission on the Status of Women has since met annually to monitor its implementation.

"Nongovernmental organizations (NGOs) in these two special administrative regions are very active and play an important role in promoting women's cause," he said.

The U.N. Commission on the Status of Women, set up in 1946 by the U.N. Economic and Social Council (ECOSOC), examines progress towards women's equality throughout the world and makes recommendations for promoting women's rights in the political, economic and social fields.

The "Chinese Women Development Program" and the "Chinese Children Development Program" (2001-2010) have been formally promulgated and put into practice by the State Council.

Chinese Women's Progress and Development

In 1995, the Chinese government promulgated the "Chinese Women's Development Program (1995-2000)", the first government plan for women development. The Program lays down explicit stipulations on the general goal as well as 11 auxiliary objectives for the development of Chinese women. It is a programmatic document on guiding the development of Chinese women at the present stage.

The theme for this year's United Nations Day was "rural women fighting hunger to reduce poverty." And here in China, UN agencies held a photo contest of pictures snapped by rural Chinese women.
