China's Tourism to Create 40 Million Jobs in 10 Years

China's tourism industry is expected to provide 40 million jobs in the next decade, according to the China National Tourism Administration (CNTA). People working in the tourism industry increased by 500,000 annually during the 1996-2000 period.

As announced by responsible persons with the State Planning Commission and National Tourism Administration of China (CNTA) at the "Forum on the work of tourism for promotion of employment" on Oct 21, 2002 in Shenyang, Yu Guangzhou, vice-chairman of the State Planning Commission and He Guangwei, Chairman of the CNTA all expressed that China's tourism industry would continue to develop at a speed moderately faster than the growth of the GDP in the 10 years to come.

This would generate 40 million more job opportunities, which meant an annual increase of 70,000 people to be directly employed while the indirect employment engendered would reach some 3.5 millions. In this way, the tourism industry would be built into an important sector of a large scale, a high quality as a whole and of a good benefit as well as being able to offer more job opportunities in the national economy.

With tourism industry to promote employment, it sees a very big potential and a faster growth ahead of us, said He Guangwei. Since the 4th Plenary Session of the 13th CPC Central Committee, China's tourism industry has witnessed an increase from a direct employment of 520,000 people in 1989 to that of 5.98 million in 2001, 12 times that of 13 years ago, doubled 3.5 times. It has seen an annual growth rate of 22.6 percent, a rate higher than that of the inbound tourists and of the foreign-exchange earnings out from tourism in the same period. The year of 2001 saw an indirect employment of 29.8 millions and a total employment of 35.78 millions in China's tourism industry.

In a span of 10 years ahead, efforts must be made to create a new employment in national tourism with an increase rate of 8 percent, said Yu Guangzhou. And by that time, the number of people directly engaged in tourism industry will reach 12.9 million heads while those indirectly engaged in it will be 64.5 million in number, namely a total number of 77.4 million in tourism economy as a whole. That is to say, the newly added employment will be 690,000 more than that in 2001 while the indirect employment it brings about will be 41.4 million more than the original.

To realize the above-mentioned goal, the key is to take the market-orientation and targeted management as guidance in the development of tourism industry in order to create more job-opportunities. It must take the expansion of the industry scale as basis to realize a large-scale growth of employment and with the stress to be laid on the development of travel products it is to generate more growth points for new employment. And with the reform and renovation and structure adjustment as a breakthrough it is to achieve a double enhancement both in number of employment and the quality of enterprises.

With the protection of tourism resources further strengthened and administration of the tourist market regulated it is to ensure a sustainable development of tourism industry and a stable employment in the industry. But all in all, it is to grasp every opportunity to give an active support for a speeded development so as to delve deep into the potential of the tourism industry for employment.

As Yu Guangzhou revealed the work that follows is to carry out continuously the requirement as laid out in the "State Council Notice on Further Speeding up Development of Tourism Industry" to clear up by and by the unreasonable charges collected by local administrations from tourism enterprises and individually-run tourism services in order to lower further the requirement for the employment in tourism service.
