S.Korea, DPRK to Break Ground for Kaesong Complex Late December

South Korea and the Democratic People's Republic of Korea (DPRK) agreed to break ground in late December for an industrial complex in the DPRK's city of Kaesong, according to a joint statement released Sunday by the two sides.

South Korea and the Democratic People's Republic of Korea (DPRK) agreed to break ground in late December for an industrial complex in the DPRK's city of Kaesong, according to a joint statement released Sunday by the two sides.

The two countries held working level talks on construction of Kaesong Industrial Complex from Dec. 6 to Dec. 8 in DPRK's resortMount Geumgang. The two-member South Korean team, led by Kang Kyou-sik, chief of the National Land Policy Department at the Ministry of Construction and Transportation, reached the agreement with itsthree-member counterpart, headed by Choi Hyun Gu, a DPRK cabinet member.

"South Korea and the DPRK shall jointly break ground between Dec. 26 and Dec. 30 in order to actively push for the constructionof Kaesong Industrial Complex," the statement was quoted by South Korean national news agency Yonhap News Sunday here.

Moreover, the DPRK will open a temporary road linking Kaesong and the South Korean border town of Munsan to allow passage of workers and vehicles for the construction, said the statement.

The two sides also agreed to make efforts to work out an agreement on communication, inspections and quarantine issues related to the operation of the industrial complex.

The talks followed the DPRK's move last Wednesday to designate the Kaesong area as a special economic zone.

The DPRK promulgated the establishment of the zone on Nov. 13 and the Supreme People's Assembly issued the decree last Wednesday.

The decree paved the way for South Korean entrepreneurs to invest in the city.
