DPRK rejects S. Korea's talks offer on Kaesong

SEOUL, April 26 (Xinhua) -- The Democratic People's Republic of Korea (DPRK) rejected South Korea's talks offer on Kaesong industrial complex and said it would take significant measures first, according to Yonhap News Agency.
