The delegation of the Chinese People's Liberation Army (PLA) to attend the First Session of the 12th National People's Congress (NPC) was formed on March 3, 2013. Fan Changlong, vice chairman of the Central Military Commission (CMC) of the Communist Party of China (CPC), was elected the head of the delegation, and Xu Qiliang, vice chairman of the CMC, and Zhang Yang, member of the CMC and director of the General Political Department (GPD) of the PLA, were elected the deputy heads of the delegation.
In his speech, Fan Changlong stressed that it is imperative to tell the truth, carefully deliberate and discuss the subjects of the congress, convey the real voices of the masses as well as the officers and men and express the real opinions of the grassroots and front-line units. It is necessary to submit practical proposals, think more about the problems arising from the construction and development of the country and the PLA and figure out concrete solutions to the problems, so as to provide reference for decision-making of state organs, the CMC and the general headquarters/departments of the PLA. It is essential to obey laws and regulations, exercise the right to deliberate and vote according to law and submit proposals in accordance with related procedures and regulations. It is important to strictly abide by the discipline and requirements, carry forward the good style of conference, fully display the qualities and features of the PLA deputies, reflect the PLA's new look in improving work style, build a good image of the PLA delegation and accomplish various tasks entrusted to the PLA delegation by the congress.
It is learnt that the PLA delegation to the First Session of the 12th NPC will take part in conference activities in eight groups.
