China open to recommendations at UN rights council

China is open to recommendations made in a periodic review by UN's top human rights forum, a Chinese envoy said here Thursday.

China has decided to accept 204 of the 252 recommendations in the final report of the Universal Periodic Review (UPR) by the UN's Human Rights Council, accounting for 81 percent of the total, covering more than 20 areas, said Wu Hailong, Chinese ambassador to the United Nations Office at Geneva.

China is determined to promote and protect human rights, and adopts an open, active and sincere attitude toward recommendations made by various countries, Wu added.

The UPR report on China, adopted by the UPR Working Group of the Human Rights Council in October 2013 when China went through the second cycle of the UPR review, was finally endorsed during the council's 25th session, which runs from March 3 to March 28.

China attaches great importance to the 252 recommendations made by various countries at the session of the working group last year, and would adopt any recommendation that is suited to China's national conditions, operable and conducive to China's human rights development, Wu reiterated.

China has decided not to accept some recommendations from a small number of countries, mainly because some recommendations are not practicable at the current stage, some are at odds with China's realities and therefore not ready for implementation, and others are inconsistent with the facts and were clearly politicized, he said.

The Chinese government has vigorously advanced the cause of human rights, improving its social security system, increasing employment, reforming the judicial system, ensuring the freedom of expression and enhancing the protection of the rights of ethnic minorities, among others, he said.

"No one is in a better position than the Chinese people to judge China's human rights conditions. China's human rights development grows in parallel with China's economy and society, and it must proceed in keeping with China's conditions and people's will," said Wu.

China is ready to draw on the progress in the development of mankind and listen to other countries' recommendations that are based on goodwill, he added.

The UPR mechanism, established when the Human Rights Council was created in 2006 by the UN General Assembly, makes a periodic review of the human rights performance of all UN Members States.

China went through the first UPR review in 2009, when the Chinese government accepted 42 recommendations made by other countries.

During its ongoing 25th session, the Human Rights Council has adopted UPR reports on China, Jordan, Malaysia, the Central African Republic, and Chad.
