Loyal to SAR, Motherland: Macao SAR Judicial Leaders

Heads of the judicial organs of the Macao Special Administrative Region (SAR) Saturday vowed to be loyal to both the SAR and the motherland.

Sam Hou Fai, president of the SAR Court of Final Appeal, and Ho Chio Meng, the SAR procurator-general, made the same remarks during an interview with a group of Chinese mainland reporters on the eve of the 50-day countdown of Macao's return to the motherland.

Sam said according to the SAR Basic Law, Macao will become a region of high autonomy after it returns to the motherland on December 20, thus establishment of the Court of Final Appeal demonstrates the legal arrangement of the "one country, two systems" principle.

He noted that stipulations in the basic law conform with the interests of the SAR and those of the motherland, which will by no means contradict with each other.

Establishment of the Court of Final Appeal and its future work will strictly observe the basic law, he stressed.

The power of final appeal is an important part of the state sovereignty, he said, adding as the court's president, he will be both loyal to the SAR government and the central government of

China.

He stated that preparations for the Court of Final Appeal has started and the future courts in the SAR will include a court of final appeal, intermediate courts and primary courts.

He said he will consults judges in lower courts on the arrangements of the future SAR courts to ensure the smooth operation of the court of final .

Ho Chio Meng also vowed to make the procuratorates the legal guard for the SAR in a bid to play their due role in safeguarding the SAR prosperity and stability after Macao returns to the

motherland.

Although he is taking tough tasks, he said he will do his best, as the procurator-general, in combating crimes, in protecting the legal system and rights, and in law enforcement and supervision.

On some problems relating to the public security, he said the SAR procuratorates will classify the cases that so far have not yet been handled and pay great attention to deal with those crimes that do great harm to public security.

The procurators will also strengthen their contacts and publicity and offer more legal services and aid to serve the local residents better.
