Task of building moderately prosperous society key to realizing "Chinese dream"

"Our people love life and expect better education, more stable jobs, better incomes, more reliable social security, medical care of a higher standard, more comfortable living conditions, and a more beautiful environment. They hope that their children can grow up, work, and live better," said Xi Jinping in his first public speech as general secretary of the Communist Party of China(CPC) on Nov. 15, 2012. "The people's yearning for a good and beautiful life is the goal for us to strive for," he added.

Xi Jinping noted that China has entered a critical stage of building a moderately prosperous society in all aspects, which is a key step towards the Chinese dream of the great rejuvenation. This is the first time that the task of building a moderately prosperous society in all aspects has been brought under the broader scheme of the "Chinese dream" and been elevated as an important milestone in the process of rejuvenating the Chinese nation.

The CPC must explore ways to solve the difficulties in building a moderately prosperous society before China can fulfill the task, laying a solid foundation for the realization of the "Chinese dream" and promoting its development.

"Comprehensively" is the key word in the aphorism of "comprehensively build a moderately prosperous society". In that moderately prosperous society, people from all across China would enjoy prosperity and recognize that China performs well in all aspects. In order to fulfill this task, China must see to it that officials are honest, that the government is clean and political integrity is upheld, and that diverse voices can be heard and the demands of different groups can be incorporated into decisions smoothly; China must break the urban-rural dual structure and build a land for the country's farmers; China must make sure that its material and spiritual strength can be increased, that people's material and spiritual needs can be met, and that judicial fairness and integrity are guaranteed; China must protect the environment from pollutants and ensure that historic, religious or social centers are protected from any renovation work in the cities; China should blaze a new trail in building its national defense and armed forces in the spirit of reform and innovation.

Fundamentally, the task is about development, with an emphasis on promoting social and economic development and improving human capital in the transition of China's economy to a "new normal" of slower growth.

The aphorism of "comprehensively build a moderately prosperous society" is of strategic importance in the "Four Comprehensives" blueprint. Achieving this goal will be no easy matter - China has a population of about 1.3 billion people, more than the combined populations of the European Union, the United States and Japan. The building of a moderately prosperous society can be achieved by means of deeper all-round reform and overcoming obstacles posed by vested interests. The task might be fulfilled if China comprehensively advances the rule of law and promotes the fairness and justice. Strengthening Party discipline is conducive to the building of a moderately prosperous society.
