On January 9, the 1st Xi'an "Chasing & Overtaking" Challenge kicked off. Zhao Hongzhuan, Member of the Standing Committee of the CPC Xi'an Municipal Committee and Secretary of the Party Working Committee of Xi’an High-Tech Industries Development Zone (XHTZ), delivered a speech entitled "Locking the Goal, Rolling up Sleeves, Chasing and Overtaking Other Cities" at the parallel session in XHTZ. He noted that XHTZ would focus on implementing nine plans to achieve the goal of "chasing Beijing and Shanghai, and overtaking Chengdu".

Zhao noted that XHTZ would focus on implementing "nine plans". By 2021, XHTZ will achieve a full-aperture gross output value of over RMB1.2 trillion, bring together over 12,000 high-tech enterprises as well as over 12,000 high-level innovative and entrepreneurial talents, authorized over 12,000 patents for invention, set over 1,200 international, national and industrial standards, incubate carriers with a total area of over 10 million square meters, and make the total output value of four 100-billlion-yuan industrial clusters (semiconductor, intelligent terminal, software and information service, biomedicine) exceed RMB one trillion, thus initially building up a world top science and technology park.
