However, he also acknowledged that there are still challenges which lie ahead of their goal of achieving Tibet's leapfrog development in the future.
Due to the historical reason and the limit of the natural condition, Tibet's economic base is comparatively low, and its development capacity is weak. But more work should be done for the region, taking up one eighth of the national territory with over 1.2 million square kilometers with rich resources. Without a proper development speed, the leapfrog progress can hardly be achieved. But our goal of development must not be fulfilled at the cost of environmental protection, Losang stressed.
Last year, the total number of tourists reached 10 billion times/persons with the annual revenue amounting to 15 billion yuan (about 2.42 billion US dollars).
"The key in the tourist industry is to make the local people better off," Losang Jamcan said.
"With a population of three million in Tibet, we have both pressure and challenge," he said."But we are determined to develop together with the whole country."

Losang Jamcan's ideal is to let the old enjoy their leisure after retirement, the middle-aged live a stable life with good working conditions, and graduates of colleges in the urban areas or of senior high school in the rural areas all find jobs. Then the next step is to give our children the same quality education as their peers in inland areas, he said.
