The Xi'an High-tech Zone insists on the concept of "Promoting Economic Development by Talents" to closely combine the talent work with the zone development. By means of reasonable policy guidance and a flexible market-based mechanism, the Xi'an High-tech Zone makes efforts to construct a talent environment with market-style talent allocation, professional talent training, humanized entrepreneurship environment, and systematic service guarantee.

At present, the high-tech talent pool holds more than 180,000 people. Through cooperation with natives association in countries and regions such as America, Europe, and Japan, university leagues, and talent institutions, 6 "Xi'an High-tech Zone High-end Talent Work Stations" have been set up. In 2012, the "Xi'an Overseas Talent Recruitment and Introduction Market" was sponsored by Xi'an and undertaken by the Xi'an High-tech Zone in America and Canada, on which 7,800 high-end talents were introduced. In the zone, 10 persons were selected for inclusion in the National "Recruitment Program of Global Experts," and 31 persons were selected for inclusion in the Shaanxi Provincial "Recruitment Program of Global Experts." And 55 persons were chosen for inclusion in Xi'an's "5211 Program," 96 persons were selected as overseas high-end talents, 5 persons were elected as Xi'an Experts with Outstanding Contribution, and 2 persons won the honorary titles of Xi'an academic and technical leaders. China's International Talent Communication and Development Research Association's Northwest Global Intelligence Introduction Professional Committee fulfils its function normally. Meanwhile, the association organizes the enterprises of the zone for undertaking recruitment activities at local universities and colleges or at universities and colleges of other regions, so that these enterprises may bring their jobs to the universities and colleges or understand the demand for high-tech talents in other regions.

At present, the building up of the Xi'an High-tech Zone High-end Talent Introduction, Gathering, Cultivation, and Global Platform helps set up a talent support system for the Xi'an High-tech Zone in many respects including talent reservation and talent structure optimization, thereby enabling betters services to investment attraction, enterprise development, and industrial upgrading efforts in the zone.
