HONG KONG, July 29 -- China's Hong Kong Chief Executive CY Leung said Tuesday that he and other government officials could not condone unlawful protest behaviors.

Speaking to the media before the Executive Council meeting, Leung noted that the Occupy Central movement's action is unlawful, and all officials should oppose it.

He said it is a personal decision for officials to participate in the signature campaign the Alliance for Peace and Democracy in Hong Kong has launched.

He reiterated that the second round of the public consultation on constitutional reform will be conducted by the end of this year.

Consultation details will be defined after the National People' s Congress Standing Committee has determined in its August meeting whether there is a need to amend the method for selecting the chief executive, he added.
