J: Though having violated the law the drug users are victims as well.

Cui: and patients. There is a “Hope Project” in Hawaii of the United States which also considers drug abuse as an illness. So for this group, we should both hold them accountable while concerned by the public. Our cares about them are reflected more in targeted policies. We can also sense from our practice that the “Sunshine Project” would never goes so far without the policy support given by the provincial government. For example, there are only five members in “Sunshine Enterprises” witch totally offered 150 job opportunities or so when Minister Meng Jianzhu made his inspection; the scale grew to 13 members with over 700 posts by last November, and 59 members with 2,195 jobs up to now. It is planned to have about 100 enterprises get involved by the end of this year to basically cover 88 counties, cities and districts of Guizhou Province. A full coverage of job placement will be realized with the engaged enterprises spreading all the counties here. All these goals are interlinked with the resolutions and policy supports from the Guizhou’s provincial Party committee and government.
