Cui Yadong: “Sunshine Project” is A Permanent Cure for Drug Rehabilitation

Social administration is the management of people at its bottom. Its focus and difficulties is involved with special groups of people. Drug abusers are lawbreakers on one hand but also victims and patients meanwhile on the other hand, the highlighted ones among the special groups and desire more specific concerns and love from the social administration. Caring for special groups need targeted policies, measures and practices. Guizhou’s “Sunshine Project” is a significant practical improvement and innovation in the social administration by based itself on people-oriented principle, scientific rehabilitation, special caring and innovative concepts. It has also established a new model of community-based drug detoxification and rehabilitation system by putting four parts in one, namely "physiological detoxification, psychosomatic recovery, job placement and social inclusion” as taking job placement as a core. This system is a permanent cure for addressing management issues associated with this special group as it is capable of settling the severe challenge of cycling from abstention to relapse and return, and can help the rehabilitated integrate into the society and step into a virtuous circle.

Curbing drugs spread and promoting public security is a test for the government regulators courage, social administration capability and administrative creativity. The “Sunshine Project” launched in Guizhou is a new type of four-in-one community-based drug abstention and rehabilitation system as aforementioned, which has integrated social, legal, political and economic aspects in its operation. What a real excellent blueprint of innovation in social administration. The “Sunshine Project” has won many state leaders’ recognition and drawn attentions from all walks of life. It is appraised to be a “neighborhood rehabilitation venue” by Zhang Xinfeng, deputy director of China National Narcotics Control Commission (“CNNCC”) and vice minister of Public Security. Recently, the People’s Daily Online had an interview with the “Sunshine Project” in Guizhou and interviewed Cui Yadong, member of Standing Committee, secretary of Politics and Law Committee, director of Narcotics Control Committee and head of Public Security Department of Guizhou Province.
