J: How about the relapse rate before?

Cui: According to statistics of CNNCC, the relapse rate is 51.6 percent within one month after leaving the drug rehabilitation center, and 88 percent one year later after leaving. They rehabilitated usually turn to the drug abusers they used to be acquainted with and take drugs again due to lack of supervision outside the center. Now, the job placement through the project is well linked up with the center to receive people immediately upon completion of their treatment at the center and offer methadone treatment on the site, with allocated anti-drug officials available for management. We’ve established several management mechanisms: as for daily management: we set specialized offices for anti-drug management in the involved enterprises and communities with designated full-time officials to take charge; found regular urinanalysis and home visiting system; set up training and assistance system to offer vocational training in the center before completion of treatment while after releasing the HR department and labor department will give targeted trainings; and honor & incentive mechanism. We’ve adopted supervision & appraisal mechanism, for which an innovative social administration method – unified examination for comprehensive treatment is employed, instructing the Party committees at all levels to boost this task as a social administration duty. Desired results could only be reached through unified efforts of all sides.
