“IWNCOMM should aim at constantly developing more core technologies with proprietary intellectual property rights and striving to stride into the world’s advanced ranks in the network technology field.” Main national leaders proposed such a requirement when visiting IWNCOMM, the local leading software enterprise in the High-tech Zone in 2010.

Core technologies are the lifeblood for the software development, and independent R&D is the soul and root of software enterprises. Although software R&D is the advantage of Xi’an, the software industry in the High-tech Zone also faces problems such as insufficient industrial space, fuzzy industrial feature, and lack of leading and key enterprises, and the like. Therefore, the High-tech Zone carries out two tactics: one is to independently develop high-end software with its core technologies and the other is to manage high-end service outsourcing based on its talent advantage.

In order to realize resources aggregation and cultivate leading enterprises, the High-tech Zone on one hand enhances the park construction and management for the enterprises, and on the other hand it strives to make a breakthrough in emerging fields such as E-commerce and mobile internet focusing on the cloud computing and the internet of things, so as to construct an intellectual software park.
