Strong-handed management ensures efficient work

Ideas improve levels and mechanism inspires energy. It is of great importance to complete the work of reducing pollution haze and city meticulous management by establishing a scientific, normalized and efficient construction and management operation mechanism.

Xi’an High-tech Zone Management Committee has established “a leading group for the coordination of important tasks including city meticulous management and reducing pollution haze” and “a leading group for supervision and examination of important tasks”, and introduced the work program and interim procedures for supervision and examination of important tasks to ensure the successful accomplishment of the important tasks like “city meticulous management” and “reducing pollution haze” assigned by the municipal committee and government and that of the important matters which have big impacts and long lasting effects on the development of economy and society of the zone. Moreover, Xi ’an High-tech Zone has also introduced the work program for enhancing the effects, setting goals and specifying job assignment, and formed a team for specialized supervision and examination of important tasks, and introduced a strict system of examination and assessment, and established a long-lasting management mechanism which is practical, targeted and sound.

The procedures of supervision and examination define detailed rules and regulations of rewards and punishment, which means that the leading group for supervision and examination will investigate and punish those who bungle the job, work slowly, shuffle out their duties and cannot finish the tasks with quality and quantity guaranteed. At the same time, the High-tech Zone will further enforce the supervision and examination, and establish systems like daily inspection, monthly report and quarterly rating, etc. Moreover, the High-tech Zone will also carry out strict assessments by combining qualitative assessment with quantitative assessment, daily assessment with assessment of stage, special supervision assessment with comprehensive assessment, department supervision with mass supervision and supervision by public opinion.

Xi’an High-tech Zone requires that top leaders of each department should manage and supervise the work personally, that each department should make a practical work plan according to the goal and break the goal down into small tasks, implement responsibilities to everyone in charge, settle the personnel, tasks, standards, responsibilities and time limits to ensure that there is no dead corner left and no problem unsolved, and win every battle of enhancing the effects with full energies thus completely changing the overall outlook and improving the investment environment of Xi’an High-tech Zone.
