(2) Xi'an Software Park -- The software park consists of the National Torch Plan Software Industrial Base, National Software Industrial Base, National Software Export Base, and National Service Outsourcing Base City Model Zone, making it one of the four parks with the title of national software "double bases" in China.

The software enterprises in the Xi'an High-tech Zone have fairly strong competitiveness both at home and abroad. The zone has become one of the few software outsourcing bases in the world. There are 22 Fortune Global 500 enterprises including IBM, Intel, Oracle, Emerson, Qualcomm (America), Schneider (France), Fujitsu (Japan), NEC, DENSO, and NTT; 10 Top 10 IAOP global service outsourcing enterprises including Compu Pacific International and Objectiva Software; 11 top 100 Chinese software enterprises including Huawei, ZTE, and Digital China; 7 leading Chinese service outsourcing enterprises including Beyondsoft and ICSS. The Xi'an High-tech Zone has become a world class high-end R&D investment zone. Local enterprises in the Xi'an Software Park have obvious features typical of enterprise independent innovation. Up to 2012, 708 enterprises of the zone completed the registration of software products and the certification of software enterprises. There were more than 2,500 software copyrights owned by the enterprises of the zone in total. Products and technologies such as IWNCOMM WAPI Standard, Saming Data Recovery, Huaxunwei Electronic Navigation Chip are world famous. The "China International Software Service Outsourcing Convention" has a great influence and reputation in domestic and foreign industries. The brand effect of "Xi'an Outsourcing" appears gradually. In 2012, the software and service outsourcing industry in the High-tech Zone obtained the operation revenue of RMB78.83 billion, with a year-on-year increase of 35.1%; it realized USD381 million in exports, a year-on-year increase of 30.93%. At present, there are 1,260 enterprises and 115,000 staff members. There are 4 enterprises with more than 5,000 employees, and 11 enterprises with more than 1,000 employees. 132 enterprises realize over RMB10 million in operating revenues each. 21 enterprises realize over USD2 million in exports each. 32 enterprises pass CMMI III. 29 enterprises pass ISO information or management certification. The Xi'an Software Park ranked fifth among the 2012 Top 10 China's Best Service Outsourcing Parks, sixth among the 37 Torch Plan Industrial Base Comprehensive Ranking of the Ministry of science and Technology, and won the Ministry of Industry and Information Technology's China Sourcing 2011 "Excellent Public Service Award." Moreover, the Xi'an Software Park was selected as the membership unit of the first professional board of China Software and Information Service Outsourcing Industry League Parks.
