Through the construction of four systems including technological innovation, market support, industry cultivation, and governmental service, the Xi'an High-tech Zone constructs the system, mechanism, and environment good for the entrepreneurship of scientific and technical personnel, transfer of scientific and technological achievements, and incubation and growth of technology enterprises, which effectively promotes the transfer of technology resources strength to industrial strength and economic strength in local regions.

Construction of Technological Innovation Service System

The Xi'an High-tech Zone has an excellent environment for the growth of Chinese SMEs, the biggest incubator space in China, a first-class management service team, and favorable supporting policies. Professional incubators and university science parks set for different professions and industries can provide small and middle technology enterprises with professional and excellent service.

(1) Innovation Park Development Center -- The Xi'an High-tech Innovation Park Development Center, founded in 1993, is China's biggest national-level technology enterprise incubator as well as one of China's international enterprise incubators. The complete innovation and entrepreneurship service system, "pre-incubation + incubation + speeded-up cultivation," provides more than 20 professional services including entrepreneurship consultancy and guidance, investment and financing promotion, training, generic technology, project and planning and declaration surrounding the development demand of small and middle technology enterprises. In 2012, there were 200 newly incubated enterprises and 30 cultivated enterprises. Currently, the Innovation Park Development Center has 12 entrepreneurship bases, including incubation bases, industrialization bases, and comprehensive function park zones. The total area is 574,100 m2. In total, 435 enterprises are incubated, more than 1100 scientific and technological achievements are commercialized, and 805 enterprises are founded in the zone. At present, the Xi'an High-tech Zone has 22 incubators of various types (including 8 national-level incubators), with a total incubation area of more than 1.1 million m2. Over 2,200 enterprises are being incubated.
