Officials apologize to Yan'an bike salesman

Members of the bureau used excessive force against Liu in Yan'an, Shaanxi province, on June 7, 2013. On top of the formal apology, bureau officials said they will cover the cost of Liu's treatment and arrange specialized personnel to take care of him in the hospital. On May 31, bureau members went to investigate complaints of illegal bike sales.

When Liu tried to prevent his bikes from being taken, the officials beat him. The bureau will return all of the confiscated bikes and pay for any damage caused. Altogether, eight bureau staff members were punished. Two officers with leadership roles were disciplined. One officer responsible for the beating, Jing Dingwen, is in criminal detention. The other, Liu Zhaorui, was given administrative detention.
