(4) Solve management and control difficulties through information-based means. To effectively solve the problems in controlling and managing drug rehabilitation and recovery personnel, we change concepts, innovate methods, and solve management and control difficulties through information-based means.

Firstly, through the information-based means of the management system for drug rehabilitation personnel, we send the information related to the drug addicts for compulsory quarantine and rehabilitation to the local public security bureaus through the special pubic security network one month in advance. Through the interface working mechanism, the public security bureaus contact with communities and families in a timely manner and get prepared for placement and assistance, to realize the trans-departmental and trans-regional sharing and exchange of the information related to drug rehabilitation and recovery personnel, and truly make the public security bureaus know well about such personnel.

Secondly, establish the transfer working mechanism for drug rehabilitation personnel. In accordance with the requirements that drug rehabilitation personnel must be picked up and taken to the bureaus, and must be helped after being picked up to the bureaus, and that the help must be effective, the drug control offices at all levels organize community policemen, drug control cadres, and relatives of drug rehabilitation personnel to send such personnel to the communities where they belong to. Place the drug rehabilitation personnel meeting job placement conditions to local “sunshine enterprises,” and integrate other release personnel to the rescue scope and provide subsistence allowances for them. The expenses needed for picking up and providing job placement for drug rehabilitation personnel are included into the financial budgets of local governments for guarantee, reflecting the concepts of humanized management and special care.
