The “Sunshine Project” stressed on the return road of rehabilitated drug users, but meanwhile, we should think about where should their way forward to? We should put more emphasis on their way forward, so that they won’t turn back in the journey. This refers to social relief management, and we should think more about how to protect them on their way forward. In addition to the economic field, we should put more emphasis on the cultural field. As the economic development enters a certain stage, we should resolve the problems in ideology and culture.

By providing employment opportunities for rehabilitated drug users with administrative support, we are able to solve the economic and social issues in bundle simultaneously, and to make the rehabilitated drug users to boost enterprise development. Enterprises need encouragement to accept these special employees, and the government also needs tolerance to deliver them to enterprises.

Shi Hongyun (President of Guizhou Life and Legal System Newspaper Office):
Two days ago, the 80-year-old lady whose son had been in prison, said three words to me - “do good deeds” at the interview. The “Sunshine Project” of Guizhou Province is a work of good deeds. This is probably the most appropriate evaluation given by the common people, especially those as the family members of the victims to the “Sunshine Project”.

We should take these things in contrary thinking, for example, we should regard this in the point of view of human beings. They are a group of people abandoned by their parents, wives and children, as well as the society. Do they need to be concerned or cared about? They may need no concern or cares, but once they have committed crimes, they would have endangered not only their own families, but more families. Therefore, it is necessary for public security department to do such things.

It is an innovation on social management connecting social resources, social responsibilities of enterprises, and social management functions of the government, as well as rehabilitated drug users’ needs all together. What touched me most is the strength and resources support given by the government to this special group of people. This is very favorable to change many people’s view to drug users under treatment, and to build a supportive social environment. We do appreciate such concepts and strategies of the government policy-makers.
